New plans for Hinkley Point C sediment disposal

EDF has submitted its plan to NRW for the sampling and testing of the sediment from the construction site of the Hinkley Point C power station off the Somerset coast in England.

NRW’s role is to determine whether the sediment, up to 600,000 m³, is suitable for disposal at sea, but will first assess the suitability of the sample plan to inform any future licence application for its disposal in Wales.

EDF previously dredged and disposed of sediment in 2018 and now plans further work at the site in early 2021.

Marine licences will be required for the collection of samples and dredging the sediment in English waters from the Marine Management Organisation, and another one for disposing of the sediment in Welsh waters from NRW.

As NRW begins an assessment of the company’s sample plan, it has launched a six-week consultation until 18 March 2020 with specialists including the Centre for Environment, Fisheries and Aquaculture Science (Cefas), ABPmer, the Environment Agency and NRW’s own advisors.

NRW is also inviting public views on whether the sampling plan complies with international guidance, which ensures the disposal of dredged material at sea is safe.

Michael Evans, Head of Evidence, Knowledge and Advice for NRW, said: “The Bristol Channel and Severn Estuary is home to valuable wildlife and habitats and is important to our well-being and economy. It’s our job to make sure activities in the estuary don’t harm this important marine environment.

“This is an opportunity for people to raise concerns or provide us with important, relevant information on the company’s sampling plan.

“We will consider all responses to the consultation to help us decide whether the number, location and depth of samples taken, what is measured and how they will test the sediment, complies with international guidance.

“People should check our website to find out more about the consultation and the questions we would like them to consider.”

NRW will also receive a request from EDF to consider whether an environmental impact assessment (EIA) will be required as part of the application process.

Once received, this decision will be made over the next few months and will be published on NRW’s website, along with evidence to show whether an EIA is needed or not.

EDF has submitted a separate marine licence application to England’s Marine Management Organisation for the collection of the samples. This is a separate process and independent of NRW’s assessments.

Michael continued: “This is the first stage of a long application process. The disposal activity in 2018 caused great public concern, so we intend to inform and engage with people about these plans over the next few months.

“Once we receive the full marine licence application and results of the sediment testing, we will thoroughly assess the information. We will also provide further opportunities for people to view and scrutinise the plans, ask questions and provide feedback before we make a final decision.

“We will only grant the licence if the company can demonstrate it complies with legal requirements and we’re confident the proposed activity will not harm people or the environment.”

Cynlluniau newydd ar gyfer gwaredu â gwaddod Hinkley Point C

Mae Cyfoeth Naturiol Cymru wedi cychwyn trafodaethau gydag EDF Energy ynglŷn â chais am drwydded forol newydd i waredu â deunydd sydd wedi'i garthu o Fôr Hafren ar safle gwaredu oddi ar arfordir Caerdydd yn ne Cymru.

Mae EDF wedi cyflwyno ei gynllun i Cyfoeth Naturiol Cymru ar gyfer samplu a phrofi'r gwaddod o safle adeiladu gorsaf pŵer Hinkley Point C oddi ar arfordir Gwlad yr Haf yn Lloegr.

Rôl Cyfoeth Naturiol Cymru yw penderfynu a yw'r gwaddod, sy’n cynnwys deunydd o hyd at 600,000 m³, yn addas i'w waredu yn y môr, ond bydd yn asesu addasrwydd y cynllun samplu yn gyntaf er mwyn llywio unrhyw gais am drwydded i'w waredu yng Nghymru yn y dyfodol.

Gwnaeth EDF garthu a gwaredu â gwaddod yn flaenorol yn 2018 ac mae bellach yn bwriadu cynnal gwaith pellach ar y safle yn gynnar yn 2021.

Bydd angen cael trwyddedau morol ar gyfer casglu samplau a charthu gwaddod o ddyfroedd Lloegr gan y Sefydliad Rheolaeth Forol, a bydd angen trwydded arall ar gyfer gwaredu â'r gwaddod yn nyfroedd Cymru gan Cyfoeth Naturiol Cymru.

Ar yr un pryd â dechrau asesiad o gynllun samplu'r cwmni, mae Cyfoeth Naturiol Cymru wedi lansio ymgynghoriad chwe wythnos hyd at 18 Mawrth 2020 gydag arbenigwyr, gan gynnwys Canolfan Gwyddorau'r Amgylchedd, Pysgodfeydd a Dyframaethu (Cefas), ABPmer, Asiantaeth yr Amgylchedd, a chynghorwyr Cyfoeth Naturiol Cymru ei hunan.

Mae Cyfoeth Naturiol Cymru hefyd yn croesawu sylwadau gan y cyhoedd o ran a yw'r cynllun samplu yn cydymffurfio â chanllawiau rhyngwladol, sy'n sicrhau bod gwaredu â deunydd sydd wedi’i garthu yn y môr yn ddiogel.

Dywedodd Michael Evans, Pennaeth Tystiolaeth, Gwybodaeth a Chyngor ar ran Cyfoeth Naturiol Cymru: “Mae Môr Hafren ac Aber Afon Hafren yn gartref i fywyd gwyllt a chynefinoedd gwerthfawr ac mae'r ardal yn bwysig i'n llesiant a'n heconomi. Ein gwaith ni yw sicrhau nad yw gweithgareddau yn yr aber yn niweidio'r amgylchedd morol pwysig hwn.

“Dylai pobl edrych ar ein gwefan i ddarganfod mwy am yr ymgynghoriad a'r cwestiynau yr hoffem iddynt eu hystyried.”

Bydd Cyfoeth Naturiol Cymru hefyd yn derbyn cais gan EDF i ystyried a fydd angen asesiad o'r effaith amgylcheddol fel rhan o'r broses ymgeisio.

Unwaith dderbyniwyd, bydd y penderfyniad yn cael ei wneud dros y misoedd nesaf a chaiff ei gyhoeddi ar wefan Cyfoeth Naturiol Cymru, ynghyd â thystiolaeth i ddangos a oes angen asesiad o'r effaith amgylcheddol ai peidio.

Mae EDF wedi cyflwyno cais am drwydded forol ar wahân i’r Sefydliad Rheolaeth Forol yn Lloegr ar gyfer casglu’r samplau. Mae hon yn broses ar wahân ac yn annibynnol ar asesiadau Cyfoeth Naturiol Cymru.

Aeth Michael ymlaen i ddweud: “Dyma'r cam cyntaf mewn proses ymgeisio hir. Achosodd y gweithgarwch gwaredu bryder mawr i'r cyhoedd yn 2018, felly rydym yn bwriadu hysbysu ac ymgysylltu â phobl ynglŷn â'r cynlluniau hyn dros yr ychydig fisoedd nesaf.

“Unwaith y byddwn yn derbyn y cais llawn am drwydded forol a chanlyniadau'r profion gwaddod, byddwn yn asesu'r wybodaeth yn drylwyr. Byddwn hefyd yn darparu cyfleoedd pellach i bobl edrych a chraffu ar y cynlluniau, gofyn cwestiynau a darparu adborth cyn y byddwn yn gwneud penderfyniad terfynol.

“Byddwn ond yn rhoi'r drwydded os bydd y cwmni yn gallu dangos ei fod yn cydymffurfio â gofynion cyfreithiol a'n bod yn hyderus na fydd y gweithgaredd arfaethedig yn niweidio pobl neu'r amgylchedd.”
